STUDENT ASSISTANCE PROGRAM (SAP) COUNSELOR - BEHAVIORAL HEALTH LIAISON REPORTS TO:
SAP SUPERVISION & DIRECTOR OF PREVENTION, TRAINING & EDUCATION CLASSIFICATION:
NON-EXEMPT, FULL TIME (10-Month Position)
Summary:
The SAP Counselor is responsible for consultation to school SAP teams and families regarding the need for referral to community-based and school-based assessments for mental health and drug and alcohol related problems.
The Student Assistance Program is an intervention service provided within the school setting and is intended to identify and address problems negatively impacting students' academics, attendance, health and behavior.
The Council's Student Assistance Services are provided by a trained team of state- certified, Bachelors & Masters Level Student Assistance Program behavioral health liaisons assigned specifically to a school district.
Services include assessment, consultation, referral and/or small group education for SAP identified youth.
MINIMUM REQUIREMENTS/
Qualifications:
Current Pennsylvania Criminal Background Check, Pennsylvania Child Abuse History Clearance, FBI Criminal History Background Check; maintain with no violations.
Bachelors or Masters Degree in Human Services required (or related field), Demonstrated experience in working with adolescents, families and the mental health, drug and alcohol education fields, group facilitation and public speaking.
Experience with and/or sensitivity to culturally diverse populations.
Current valid Pennsylvania driver's license, insurance and regular access to a motor vehicle.
Position is based in Bucks County with the expectation that employee will work at locations in the community as needed, using private vehicle.
ESSENTIAL DUTIES:
To maintain current knowledge of the Pennsylvania SAP model and best practices, and current laws affecting the program, and to disseminate such knowledge to the SAP teams; Work independently and collaborate with community and organizational representatives.

Attend team meetings and providing other support services as outlined in the letter of agreement Provide consultation and technical assistance services as requested (e.
g.
, attends meetings with parents and school officials) Participate in team maintenance sessions with SAP teams Facilitate or co-facilitate school-based support groups as planned Maintain data for required reporting as determined by the local SCA and Mental Health Offices Provide relevant training to students, parents, faculty and staff, including the promotion of SAP and SAP services Assist the school with stakeholder in-service (i.
e.
, school board, parents, school staff, community members, etc.
) Provide student screenings and/or conducting assessments, which may have a co-occurring focus, to identify student needs when recommended by the SAP team following the initial data gathering process Provide follow up on recommendations by assisting students and their parents in the referral to and access of appropriate services recommended as part of the assessment process Collaborate and work with families, students, school personnel, and agency providers/personnel Utilize team engagement strategies such conflict resolution and problem solving, consulting with school personnel and families Utilize youth and family engagement practices that support openness to the SAP process Understand cultural diversity and its role in working with students and families Understand procedures for accessing local resources for students and families Facilitate access to local resources with a warm hand-off whenever possible Offer team facilitation and group facilitation Understand trauma informed care, suicide prevention and intervention techniques Ensure knowledge of local child-serving systems and services, and the process for school crisis intervention and support services, including intellectual and developmental disabilities Participate in training that supports knowledge of current trends (i.
e.
, Drug & Alcohol/ MH), co-occurring approaches, risk and protective factors, evidence-based prevention programs, typical/atypical child and adolescent behavior Ensure knowledge of applicable Federal and State laws and regulations, school policies and procedures, and current best practices related to SAP, including ethics, SAP standards and competencies Understand school-safety issues (e.
g.
, bullying, hazing, harassment, discrimination, violence, morals offenses, etc.
) Understand each district's protocol as it relates to intervention, support, and postvention Other duties as assigned by Director of Prevention, Training & Education or Executive Director.
